nothing to tricky about plastic welding, i used to do it all the time it was the "apprentice job" hated doing it but yeah
look on the inside of the bumper for what sort of plastic it is (pp, hdpe, ps etc)
once you know what sort of plastic it is just go to the panel beaters and ask for some plastic welding rods of that type. its just like soldering, you have to make sure the bumper is hot enough but not to hot, if you get it to hot you will melt it and the bar will melt out of shape in which case you will need a heat gun, dolly and a shrinking hammer to form it back to shape.. to cold and the rod will not fuse to the bumper plastic properly and it will just crack later on you will also need a body file and dont use any sand paper coarser than 240 other wise the plastic will get "fur" on it
finish it off with polyester bog, normall bog doesnt have the flex in it
