No requirement for local sales at all. Worldwide yes, local no. There were no E30 M3s sold here, no Sierras, no GTS-Rs, no 240Ts, no 2 door AE82s (? on that one!), no Zakspeed Mustang GTs, no Supra Turbo As....
I'm not saying it isn't an Aussie delivered GTV but the Group A reason makes no sense to me? What year is it?

OK Floody maybe I used the term "homolagate" too loosely in this respect. Yes up until 1991 to qualify for approval for Group A, 5000 examples of model per year required worldwide to be eligable, then in some cases 500 Evolution models*. For example Nissan only sold about 70 odd of 100 R32 GT-R's designated for Australian shores in 1991. And BMW E30 M3's were sold here, but not the EVO models which were only available in LHD. You're right about Sierra Cosworth's only ones I've seen in Aus. are personal imports from UK. And there were definitely some MA80 Supra Turbos (my old boss had one 13 years ago). The Zakspeed Mustangs were Group 4/5 touring cars (Group C in Aus <1982?) eitherway was a different catergory all together.
The Tom's FX-GT's and AE86 2-door's came from UK and Japan respectively as factory prepared race cars under the World Touring Car regs for Group A. Where as most of the AE86's raced in ATCC were prepared privately to Group A spec by the likes of Bob Holden. From what I understand the Aust. delivered GTV's numbered between ~~40, were 1983-1984 model (hence zenki) and mostly white (few red?) "Brought into the country for race/rally purposes only", only offered to Toyota staff members for promotional use and selected teams/drivers to prepare for racing. There are probably less than 20 of these still around or in recognisable condition. I assume for the ADM cars converted to race with 4AGE's etc. that Toyota had to provide CAMS with factory spec examples such as these to satisfy them.

*Post 1992, 2500 cars of the competing model had to be built in one year, out of 25000 for the entire range of the model (i.e. 2500 WRX out of 25000 Subaru Imprezas)
