it is possible. they are 3 piece wheels, you need to separate the rims in the center and bolt+weld on wider outer barrels.

was just reading slydar's thread of widening wheels sale, i you read this can you please quote me a price for 14" machiened to fit longchamps ? and im not exactly sure if i get this offset thing yet ? im still a newie about this diamater, their currently 14x6.5 +10 i think? outer lip wont change that will it
certainly will. if you imagine your spokes is maybe 10mm in from the outside of the rim, when you put a wider barrel on the outside this distance is going to increase hence increase dish/ give a lower offset.
see the thread in tech articles about offset explains it all

theres alot of work involved with the longchamps.
you need to lathe the outer off the rim. it doesn't merely unbolt and thats it.
for that you need to find someone with a lathe with a big enough bed to accommodate a wheel. thats hard.
it's preferable to get new bolts as well. which is expensive as a certain type are the best. zinc oxide or something.
i dont think that slydar is doing this for 14" wheels he is only doing it for 15" wheels
