And no it won't be suitable to use in lieu of a COR, you need a proper COR or you can use two relays for a fuel pump and starter aux relay like an 18R-G does, thus providing the same function as a COR

Yes that diagram is exactly the same thing. 30A is overkill for most applications, but having an overrated relay is better than am underrated one, same goes for wiring. Less fiery thay way.
