Hard to pinpoint something suitable with the options your not keen on. Diesel vw tiguans are cheap and tow really well.
I'd be happy with a 7m cressida for towing duties, ive been using my forester as a tow car and it does alright aswell. keep your coin for other stuff

The car you want doesnt exist.

Get a manual BA or FG xr6 falcon with a towbar and some towing rear springs. its the best youll find as a compromise or a commo VE SV6.
