A mate of mine picked up an altezza for 10k so bargains can be had.
Wrx's can be picked up for as little as $1500 these days but I have no idea what is and isnt p plate legal.
Alot of you may laugh at this but have you considered a new mini cooper? You can get manual non turbo ones in your price range, 5 star crash rating blah blah blah and handle fucking awesome. Girls will be throwing their fannys at you aswell.

Same model as our is200 and yes it was manual.
In comparison our is200 was crap but its still good.
Kind of a hard question as I'd recommend a car you could work on and the majority of cars that came with airbags are pretty complex.
Im going to say get a 2nd gen liberty bilstein model. Cheap, not to bad to work on and good all round car
